I guess Anakin means if you still could start in the Dorsal Hangar.

Oh, yes, I think place 16 command post for the map, 6 of then will be placed in the dorsal hangar.

Hehe, maybe he just don't like the way you have to start out of the hangar. (starting and then landing right above the exit to hover out)
About everything else:
In the previous videos you posted some lights on the walls were not glowing, is this intentional?

no, all the walls have lights glowing, what happens is that it has been unchecked the game option to show that glow ingame when I play the map.

The bridge has not been exported yet.
To hazard a guess, he probably means "Can you launch out of the top of the hangar?" or "Can you launch from the hangar in any other way besides dropping out through the bottom?"

oh, ok, (sorry my english is so bad). Yes, you can spawn on the dorsal hanger, take a ship and go out through the main doors, in these video are closed but for the final showing you will see it animated.
