A little help
My Common won't munge and it has a munge folder in build folder.

You do have the common folder in your sides folder, right? The one that was in the sides assets?

Copy the files and folders from /assets/sides/common to data_YOURMAP/sides.
Alternatively, you can dump the files into your new side itself. For example:
/assets/sides/common/odf
copies to
/data_YOURMAP/sides/YOURSIDE/odf
etc.

I'm doing what you are telling me and it is not munging. I was talking to Xavious on xfire, and he said I was looking in the wrong place - in the addon folder of Battlefront 2. where should I look for the munged common?

Alright, let's get this cleared up.
The "common" side is a collection of parent odf's, effects common to every side, and basically stuff that every side needs.
It's found in BF2_Modtools/assets/sides
Copy the "common" folder found there into your data_***/sides folder.
Then, clean and munge, making sure the "Common" side is selected in the munge options, and the "Common" box is checked.
That should clear up whatever problems you're having.

Gauranteed no-fail method
1-Browse to /YOUR BF2 MODTOOLS FOLDER/assets/sides/common/odf. You should be looking at lots of odf files starting with com_.
2-Hit CTRL+A to select all, then CTRL+C to copy

Are the changes your making to common, working?
AFAIK, the common side deosn't munge like the others, so it won't be in addon/ABC/data/_LVL_PC/sides

From what he told me over XFire, apparently he wants to create a common.lvl to replace the game's default common.lvl.

Not sure why you would want to do that, but I would probably try naming it something else for munging purposes and then just renaming the munged file to common.lvl.

So you're telling me you want to replace the common.lvl that shipped with the game because you edited it? Just reinstall the game. Custom common.lvls are not easy to do, as far as I know only [RDH]Zerted and myself have built them correctly, and the only reason was for large-scale mods.
