I'll do well to have my beta tests set up like I have them set up, actually. I always try and get two groups of people for my closed betas:
1) People with a stated interest in my mod who have shown that they can type well and communicate effectively.
2) People I know are very capable of giving me very specific bug reports; usually these are people I know are very familiar with the game or people who have done an excellent job testing for me before
Ideally, both groups overlap some.
Re: Game Balance - I consider myself the most qualified to judge balance on my own mod, for one, because I've spent more time playing it than anyone else. I agree with what's mentioned above when it's said that the experienced modders probably know the game the best; better than anyone who just plays the game a lot (because not only do we
also have to play the game a lot for testing, we know what mechanically goes into the game).
That being said, I did intentionally include a couple of people I know are active in the GWL scene and who have a solid grasp of modding the game specifically for the reason you mentioned. Without at least a rudimentary grasp on modding the game, though, I could pick anyone who's interested (category 1 above) and get similar results in terms of what will help me - so if I choose to pick "only-category-1's" then I will simply pick the people most active in the thread in question who fit that category.
