Re-Texturing
I looked into the FAQs and whatnot, but I can't seem to locate a tutorial on how to re-texture an asset prop to make a new one.

Retexturing props is really similiar to reskinning player models. You have to open the .tga file in a appropriate image editor and save it to modify the texture of the .msh file.

But make sure you save it with RLE Compression set to 'off'.

Not only is Retexturing similar to reskinning/skinning but also are the exact same thing, so here are all the tutorials you missed:

By "Make a new one" I meant how to make a new prop, using the old geometry and a different texture, but while leaving the original also usable... like if I was going to re-skin a tatooine building, how to keep the original and also have a new one with a different skin.
