This is a stupid question but I'm a stupid person so here it is

How do I change picture dimensions (1024 x 768) How would I change that to
1024 x 1024?

I view with Microsoft Office Picture Manager

and I have Gimp and Paint to edit it.

OK, create a new image in GIMP, 1024x1024. Open your picture. Copy it into your 1024x1024 picture. Use the size thing to make your image 1024x1024. It may be stretched though.

Expanding on What Darth_Z13 said:

After you open the image in GIMP, you can scale the canvas and then scale the image to whatever size you want.

Here is where to locate those options in the GIMP menu:
Image > Canvas Size
Image > Scale Image

It is best to scale the Canvas first, then the Image.

Yes, it will be a little stretched.
