Here is my guess:

msh files are 3d models.
Gimp is not a 3d model editor.

The mesh viewer will read tga files, BUT the rle compression must not be enabled when saving the file.
(I don't know how to turn rle compression off in gimp, cause I don't use it.)

There's a checkbox that pops up when you export as a tga file called "rle compression". It has to be unchecked.

Cool, that's how it is with Paint.net as well.

Is your end goal to make a 3D model? If so, you'll need to have a different program to finish it. GIMP makes the skin, the 2 dimensional piece of the puzzle. You'll need to make a 3 dimensional object using a 3d modeling program, GIMP is an image editor, not a 3D engine. There needs to be something for the image you made to wrap around. Correct me if I'm wrong anyone, but the msh viewer isn't for showing .tga files because it's not an image viewer, but a viewer for your 3D models.
If you want to get started making 3D models there are some free alternatives like blender, and ways to export them using that program so that they work with SWBII, they're in the XSI modeling forum & FAQ if you want to check them out. Otherwise if you're trying to do something else, it'd be helpful if you can help us understand what exactly you're trying to do.

Gimp, Paint.net and everything else that knows the .tga format. In Gimp, simply Save as, then uncheck RLE compression, then open the .msh that uses the .tga in msh viewer. Don't forget that .msh and .tga have to be in the same folder.
