How do I move command posts and how do I delete command posts?

There is a box in the top toolbar that says "Layer." Click change, and select conquest, then select and move your coomand posts from the objects tab.

By the way, use the search tool on this site next time. This question has been answered only 57,324,786.45 times before.

Another question,

if a CP is outside of the boundaries can you still spawn there?

As far as I know, no. I'm doing a crazy King of the Hill test with my map and it's been acting weird since it's out of bounds. I tried adding a new boundary, but it doesn't seem to work.
