With Milkshape as a distant second. Careful though, XSI costs mucho dinero...

to make new building get XSI, or to edit MSH files use a Hex Editor

With a hex editor you can (as far as I know) only edit textures, not the model.
With XSI, you can create new models, but (again, as far as I know) cannot edit existing *.msh models.
And yes, it is expensive ($500 US i think)

Well, you can export the msh from ZE to an OBJ, then import it to, yes, XSI for editing. after making alterations, re-export.

use Mod Tools, and get used to the software - then you try the Trials
for both 4.2 and 5.0
that should be enough...
but what happened to the XSI Mod Tools Exporter which were made..?

We were told an exporter existed for the mod tools, but sadly it has never been released.

Ah, a real pity that is.
If we could make models and put them in game without having to pay lots of $$$ for XSI (ya, I know you can download the mod tools, make models and export with the trial, but it's a trial and when it runs out....)
