Effect distance

Effect distance
Hi im having a problem with an effect. When I go ingame to where the effect is placed you can only see from about five feet away or when your in zoom. What I cant figure out is how to give the effect a distance so you can see it from far away. I have searched and came across some things but I dont understand what to do.
