You know the bothan spy, the probe droid, and the imperial officer. Those are some of the things deleted from the game but I want to know how to get tham back in the game. I see other people did.

....., any way to get it normal?
EDIT: I am also looking for a way for the officer to "summom" probe droids like they were intended to. Any way to do that? I tried altering the recon droids msh but nothing happened.

The body is called Imperial fleet officer.tga and the face is Imperial_face01.tga

There's no need to. Everything usable won't be inside the lvl files. The extractor is just 'for show' more or less at this point. There's some textures that might only be inside a lvl file, but any models you need are in the tools or already released some other way.
But, to answer your question, unzip the contents to a directory -- drag and drop any lvl file onto extract.exe and then let go of the button.
