How do I change picture dimensions (1024 x 768) How would I change that to
1024 x 1024?

After you open the image in GIMP, you can scale the canvas and then scale the image to whatever size you want.
Here is where to locate those options in the GIMP menu:
Image > Canvas Size
Image > Scale Image
It is best to scale the Canvas first, then the Image.
Yes, it will be a little stretched.
