No. There are ps2 modtools, but no one has made a ps2 mod.

I think you need to get a "modded" ps2. Then figure out how to install the mods.

well, if you download a server, and run it to play in with freinds, you can mod the data of the server with a program such as Hexeditor or notepad+++. this doesnt allow you to make maps or change classes, but you can change the way people fire, what salvo, unit health and vehicle speeds and such.
