You could have a secondary "Throw Rock" weapon with an ammo cap of 1. After this you could put ammo canisters on the ground and make them look like rocks. There would be a few problems though. You would have to give the troops 0 ammo for the weapon when they first spawn, and I do not know how to do that. I also do not know how to make a separate ammo canister or how you would make it only give ammo to the throw rick weapon. Just an idea, but I do not think it is exactly what you wanted. It might put you in the right direction though.
Also: Wouldn't it be better for them to use their guns as clubs when they run out of ammo? This seems more effective to me. You might be able to make the gun switch to a melee weapon when it runs out of ammo, but with my little experience, I have no idea how.

Listen to DarthD.U.C.K.; if conceptualizing something like this is difficult then realizing it will be not only difficult and unwieldy, but likely unfeasible.

That's not possible at all. There's no way to grab unit animation state data.
