Short today, aren't we.

As far as making your own characters from scratch, that is still being researched and hopefully will be described plainly on how to do it soon. As far as LVL files, the mod tools create them during the munge process. Full description on how to do it is included in the mod tools docs and Sat's sight has a great tutorial on making maps. Follow the direction he pointed to to download it and then go to his sight linked on the left (saturn labs).
