I've got a few questions about hex editing:
First of all, is it possible to remove any collision from an object with hex-editing? Also, could you hex-edit transparency to an object? If any of these two is possible, How?

Did you look at the FAQ?
And you can use the .msh.option to remove collision "-nocollision"

That makes it completely transparent, and I need to make it semi transparent, almost like ice.

No, it doesn't make it completely transparent. It doesn't make it transparent at all. All it does is it enables transparency. When you have transparency enabled, you can add an alpha channel to give it whatever degree of transparency you want. The darker the alpha channel, the more transparent. If you want something to look like "ice," I suggest somewhere between white and black (duh
).
