I just got the PC version of SWBFII and I've noticed when playing the FPS is only about 13 (I am using Fraps). I know that SWBFII doesn't have a locked framerate, and that I doubt it is ever at 30, but is a low number like 13 normal? The only other programs that were running were Fraps and bittorrent.
System specs:
3gb RAM
Vista Home Premium
AMD Athlon X2 Dual Core QL-65 2.10ghz
ATI Raedon 3100 graphics (256mbs)

That also depends on which map you are playing, if it is a custom map, it may be the map author's fault.

13 is low. You should have 20 or higher. If you were playing online, you should stop bittorrent. Also, FRAPS will take some FPS, especially if you were recording a video. You can also turn swbf2's graphical settings down.

It was stock Geonosis offline, and everything except for the water (high) was at low.

Are you running the 1.1 version of the game? If not I seem to remember it addressed some issues with dual-core PCs

Well, sometimes the water makes the map lag for me, maybe that is your problem?
