I'ts quite normal for water to come out weird in Zeroeditor; it should work out fine ingame. (hint: test things out ingame before asking questions )
This question has been answered before, if I remember correctly.
the strange thing is, although this is true, when i opened up the stock Kashyyk in ZE, the water texture was there. Just a small note to add to this, as it might be possible to make it show up if you really wanted it too....

The stock worlds have more than just the water and texture being in ZE contributing to how to water shows up. There are other files (.fx?) that tell the game (and ZE) how it should make the water look.
