Clouds
I've recently been trying to add clouds such as the ones seen in this video. I've been doing it by making a custom effect, which I'd attach to an object (in this case, supersizing the Dagobah mist effect and giving it a different texture). However, this is proving a pain to do and I'm not sure how memory-efficient it is. Is there some easier way to achieve the same effect, such as load something through a sky or fx file? I'm not entirely certain, as I haven't worked with them that much. Thanks!

You could try making a two sided skydome msh, there is a 1 sided one in shipped yavin world1, it can be rotated so the coulds look like they are moving, only thing is they won't quite have the fluffy factor going.
Other thing to remember about effects, and I am not sure if this is a concern, but some tend to disappear in multiplayer.

The effects disappearing in MP won't be an issue, luckily. As for the skydome thing, well, I'm planning on parachuting through the cloud layer. I would like it to be fluffy.
