How do I move command posts and how do I delete command posts?

There is a box in the top toolbar that says "Layer." Click change, and select conquest, then select and move your coomand posts from the objects tab.

if a CP is outside of the boundaries can you still spawn there?

As far as I know, no. I'm doing a crazy King of the Hill test with my map and it's been acting weird since it's out of bounds. I tried adding a new boundary, but it doesn't seem to work.
