The way I see it, there are two good ways to do it:
1. Make an effect, red (or whatever color) with the geometry of a long, narrow cylinder. This will make the beam visible in the air, but it will pass through objects and, after a certain length, it will just stop.
2. Attach a custom light ODF to the weapon's hp_fire via an odf line. This will have the "laser pointer" invisible in the air, but it will show up as a red dot on the target. It won't pass through objects, it will stop and make a red dot on them just like a real laser pointer, and it will (in theory) go on forever, though I'm not sure how well the length will actually be in-game. Also, as a side effect, the farther away an object is, the bigger the dot will be, so you'll have to tailor the dot accordingly: mid-range for a rifle, short-range for a shotgun, long-range for a sniper's rifle, etc.
You know, I really like the sound of #2, it would fit in perfectly for something I have planned. I hope you won't mind if I borrow that idea. But that's of course assuming light odfs can be attached to a weapon instead of a static prop, I'm not sure it's allowed by the game.
