Well, what could a spirit do? I mean, you can't fight if you're just a spirit. I think you should say that the cultists either recovered Revan's body or found him a new one, and put his spirit in it.

A spirit can only take over other bodies, not fight or anything. How about the cultist made gave him their leader and he took over his body and dressed like he used to. And where did they get that army from?
