Is there a free program which I can quickly preview skins in?
I mean like on the model, I got these pakscape and modview, but it seems that I need a special filetype and maybe it's only for jka?

only way to view in on the model is ingame

pakscape is only for zips and pk3, which are compressed files, not models, modviews is for Ravens models which are a different file and format then pandemics .msh's

Yes, but that was a very long and difficult process. You have to know XSI well (which Mini did) to do it.
