Removing Visual Award Effects PERMANENTLY from Game [SOLVED]
Does anyone know (besides using fake console every match) how to permanently remove the visual award effects.. i.e. the red + blue glow and the constant annoying noise

The 1.3 patch menu.bat file has an option to disable the visual award effects. It's located in the AAA-v1.3patch folder which is in your addon folder.

One thing I've noticed, however, is that the effects won't be removed from campaign modes (at least when they're selected from the Instant Action menu). I always have to go into the Fake Console and remove them in-game. I don't know if this applies to other modes that wouldn't ordinarily be in the Instant Action menu.

The visual effects are removed when you enter the team selection screen. Since campaign maps force you onto team 1, you never enter that screen and thus the effects are never removed.
