One question: Is this map going to be both above and below water, or just under? If it is going to be underwater only, it would be better to not actually use water, but mess with the sky and lighting, unit jump, etc. since it would be much more realistic.

Astute managed to get it looking really realistic in his SWBF1 map Kamino:Serene. You could ask him for the changes he made, but I think it was mostly sky file work as there were no lights in BF1. He placed underwater vegetation, lowered the unit run speed and jump speed, and made the units have harpoon rifles.

Why would LucasArts have ANY experience with making these types of maps..?
Especially because Pandemic was the developer...
I remember that map Astute made - I didn't find it convincin genough to believe I was underwater... but hey - it's not on Earth
You gotta at least plan ahead of what you want in the map, before you actually DECIDES to make a map which is on unusual terrain. Astute made a somewhat nice illusion - which is the best you can do.
Underwater maps are obviously not the best choice - so create an illusion with all the tips people have posted here would do the trick. Don't try to convert units into vehicles - and for some reason I think it's in the droideka's laser's odfs that you can find something to 'penetrate' the water.
