i think he means climate?
if thats the case
you can make it rain,shine,snow...etc
by adding things to the .FX file in your world 1 folder

For starters there are several very well made tutorials on that subject found on the FAQ:

What you might be looking for (specifically rain):

Hope that helps, bear in mind I believe you are not limited to just what is here on these forums, you could customize them to your liking.

All of those were linked to from the The FAQ / Everything You Need Thread and could be easily found if you gave the effort.
Please look in the FAQ and search before posting new topics. Also, when creating new topics use a subject title that briefly sums up the problem, then give a detailed description of the problem in the post contents to prevent the community from having to "fish" for information.
