I am trying to not have shadows in interiors and closed rooms, hangers etc. For some reason the shadow region won't work, but I hope you guys can help me out here.

Shadow regions only control the effect of dynamic lighting (which don't include object shadows, even if the objects are moving). You need to make a shadowvolume to eliminate shadows within an enclosed space.
