A better solution is to try to get your modtools working. Why dont they work? What specifically does not work?

If you do have your heart set on a different way to mod BF2, there is hex editing, but hex editing is VERY limited to what you can do.

Please look in The FAQ / Everything You Need Thread for the list of SWBF2 modding related things that you can do without Zero Edit working. Or does VisualMunge not work for you too?

I use a netbook at all times for modding, and playing BF2. The issue is probably your OS. What did the netbook have, XP, Vista or Win7? And in what way does ZeroEditor not work?
