It's a great idea for the summer indeed!
I think implementing water resistant sunscreen/block lotion somewhere would be fitting. Maybe the "Invulnerability" buff weapon could be a bottle of such?

Ideas? Well, you could have a smoulder effect, like fire, that plays on units that have been hit, for while. Dripping water.

Actually, I think that kind of visual effect would be better achieved in this mod using damage fx in the unit odf rather than smolder fx in the weapon odf.
Question: Will the units use standard death anims, or the hero flee anim? I think the hero anim would be appropriate, since units are being defeated by getting soaked, not killed. (unless there's something nasty in the water!)

Fun ideas, guys! I won't address them all, but some of the high points:
-New mappery - This isn't going to be a thing, as much fun as it would be. Part of the reason I'm doing a side mod is because ZeroEditor doesn't work on my primary PC, and it's a slog to get any map work done any other way. I love making maps, but this is an exercise in other things.
-Weapons/things - Someone mentioned a noodle fight, and this is actually a good idea given that it was already in line with where my thoughts had been. However, I decided to scrap it given that I wanted this to be "water fight" only.
-Effects - The effects are the biggest potential hurdle here, whether you can tell from the video or not. Making effects is easy, but to create an ordnance that behaves like water and looks like water at the same time requires a prohibitive amount of effects; I use all those effects, but the game shortly runs out of .fx memory. Most of the effects, then, are handled with ordnance meshes (and explosion chunks), which use a separate memory that is not as limited. What this does mean is that I won't invest a lot in fancy effects, although the damage effect of water dripping is one that I'd already considered and may ultimately use.
I feel like I do this often where I'll ask for ideas and then say "no" to a lot of them; I don't want you guys to feel that way. A lot of the time I'll give explanations as for why I'm not doing something simply so that you understand that I'm not dismissing good ideas out-of-hand.
Anyway - and I didn't communicate this well - a lot of the extension for this mod is going to be in terms of game modes, which are more interesting for me to make then something simple like a new weapon. Side mods like this or Dark Times give me an excuse to let people try new ways to play the game, and the great thing about game modes is that they aren't limited to one mod, necessarily. So with this mod I'll be including the obligatory deathmatch-style mode (always a good fallback) and probably a couple other fun modes to be determined. So let me hear your game mode ideas - your craziest, weirdest ideas - just keep in mind that they will ultimately have to be able to be shoehorned in on pre-existing maps.

Stuck in an airport, might as well contribute.
Control Towers - kinda like CTF where each team spawns on one side of the map, but each team has one destructible CP on their side of the map (in the beach trooper's mod, probably a water tower, but more likely a comm relay or something for other mods). First team to destroy the opposing tower wins.
Firefighters - A random part of the map will burst into flames (most likely pre-determined regions rather than the entire map), first team to put out the flames with their water guns gets a point. First to 5 points wins.
Headshots Only - Who goes down after getting hit with water in the leg or back by one person? I'd keep going unless I got a faceful of water or there were 3 people shooting at me at once. Units won't have enough health to survive a single headshot, but heal themselves quickly enough so that body shots alone won't kill them (unless surrounded by enough people shooting at once).
