Just double click on it. It is in BF2_Modtools\data\_BUILD

Then follow the instructions on the other page, replacing *** with ANT.

Alright, well, I tried.
Or...
Is your BF2_Modtools located on the root of your C: drive?
Example: C:\BF2_Modtools\data_ANT

What is it that you're trying to achieve?
'Cos honestly I don't think hexediting will be of any use for you if you don't understand the basics of making a side mod with the modtools (which doesn't require a working ZE). There are lots of tutorials in the FAQ (for both, Modtools and hexediting) and I recommend to read them first.
