FALSE. It MUST be IN the Control Region in order to be affected by it, and you can have Control Regions over the CP AND over the Capture Region. What the Control Region does is eliminate vehicle decay -- That is to say that if a vehicle is abandoned in the middle of a battlefield it will start to 'die' on it's own, even if nobody is shooting it, unless someone is using it. That way it'll eventually explode and respawn at the CP. The Control Region is only used to keep a vehicle from deteriorating. Basically any vehicle inside it won't 'die' or 'get hurt' naturally, meaning that if you get in a vehicle inside the control region it's still 100% perfect, whereas out on the battlefield it will be worn out by the game, even if nobody attacked it.
