According to zeroeditor I have textured terrain, but when playing the map the terrain is invisible and so ai and players fall through the map.

MAP INFO:
-It has a few large hills
-Only uses 3 textures
-The map is a space map (I think this main problem but if I use a conquest sized map it would be far too small.)
-Has terrain cutters attached
-Has at least 50 models on the world
-Probably has collision
-Includes both stock eras/ships and SCTF
-Any more info just ask

Pls if there's something I'm doing wrong tell me, or if I haven't done a step tell me also.

You can increase the size of the terrain in Zero Editor. http://www.gametoast.com/viewtopic.php?p=241816#p241816

Make sure In-Game Terrain is enabled in Terrain Property Tab.

^^^ This, default space levels have terrain turned off. In ZeroEditor, go to the terrain button tab, and enable it.
