How to edit? Easy. Just double click. If it says it cannot open it, say browse for program and select notepad or one of those.

That insert flags thing is probably a note the dev's made. It's at the top of all addme.lua's.

don't panic! First of all, unless you want to change it, leave it! Otherwise you might get errors! I suggest you locate the thread under mods called "the everything you need to know v2" thread. Anything on luas and everything else is there. Hope that helps! Happy modding!
