It would be more advised to send the whole "world1" folder, but yes, that will work fine provided he has what you say.

I think he might also need to change his lua to read the new world file the same way as outlined in the "How to Edit a Shipped Map" tutorial in the FAQ thead.

Yes that is a given if he wants to run the map, he doesn't need that if he just wants to edit it, though.
