If you had seen his map photos compared side by side with screenshots from A New Hope you would understand. They were nearly identical. Well, the empire had leads that led them to the jawas and the beru family, so they had a reason to suspect them, and they interrogated them before they killed them. Killing random civilians wouldn't make sense.
Besides, if I were an imperial hunting for fugitives, I'd think that the rebels shooting at me would be more likely to be one of them than a random bystander.

hey rends.......did you think about this before?:
You animate a transporter and let him fly from spaceport to space port.......you can enter it but not control (as a turret) and so it is possible to see the city from above......because that's what i realy wanna see :> the map from above.......just a small idea
