1) I'm not sure what exactly would be involved, since I haven't looked at him closely lately, but I'm virtually certain you'd have to remodel him for that.
2) Besides certain accessories (capes, pauldrons), the clothing isn't some interchangeable object. It's a permanent part of the model. Honestly, nothing I've seen in the stock game really would lend itself to being a good base for an Utapau'an. You'll need new models for them.
3) From what I saw of the battle on Utapau in RotS, they used the DC-15A and DC-15S, but nothing beyond that. The weapons vary from trooper to trooper, and Cody has a DC-15S, as I recall.
4) Do you mean models? Things isn't a very clear term. If you're talking about models, use the "-scale" parameter in the model's option file to change the size ingame, and the parameter "Geometryscale =" should be used in the odf so you can see what it will look like while in ZE.
