I can't tell you what went wrong except that it's definitely due to user error, you did list the steps that you took but it's very likely you've made a mistake somewhere in the process, I'll debug your scene if you want me to.
From experience things that can make it not show up are:
Not being enveloped properly
The proper things not being called for in odfs. The name of the cape odf should have the same name as what it was called in XSI. The attachedmesh referenced is the name of the units msh file not the odf.
But it looks like you have done that but it is worth a double check, even go as far as redoing the enveloping and cloth generation.
Oh and slightly sideways on the topic, if you for get to do the attachpoints it is really funny as in the unit selection screen the kama falls off Found that one out too.

If you are willing to send just the exported msh I can have a look at it with 3DUnwrap and see if the cape is actually getting exported. PM a link if you want to.
Yeah you don't need 5.11 to export cloth successfully, it'll work with version 5 and all of it's point releases, the main thing is to follow the tutorials take your time and make sure you prepare everything properly before hand.
but i did not change anything from 5.1 to 5.11 for my trooper
if i export with 5.1 the cloth wont work
if i export the same trooper without changing anything with 5.11 it works fine.
