Running Blur

I'm trying to make it so that a certain soldier sees his surroundings blurred when he runs, the same way that Jedi do. To that end, I added the line BlurEffect = "0.3" to his odf. Contrary to the expected result, this actually removed his ability to run. Why is that, and how can I fix this?
