A "picture program" some people is Photoshop, that isnt free though.. so I recommend you use GIMP

Okay, I made this in like 10 minutes, but I think it looks cool...sort of....
Anyway, can't tell which looks better:
It's kind of a work in progress. I'll probably add more bubbles later, but for now, me likes.
