You must have admin rights to edit any files owned by the admin. Your GameData folder appears to be owned by the admin.

Logon as the admin (administrator) user and install the mods or change the ownership of the swbf2 folders to your user. You could also change your account to be an admin account. You can only do this when you logon as an admin.

Those ways are the only way to solve your problem. If you can't get someone in your house to give/let you use the admin account, we can't help you.
