New World Creation Shell Problem [Solved]

I have this issue where every new world I create shows up as ABC%s_%. All the loading screen captions show up as "null," all the weapons show up with their odf file names, etc. Basically, there's no "shell" text for anything (I think I'm using that term correctly...) I remember a few weeks ago seeing this exact issue explained on a forum post somewhere, right up near the top, but I haven't been able to find it again, nor do I remember what the post said. I tried fixing the issue myself by making some mostly random changes that I thought up, and you can probably guess how that went. Could anyone explain how to fix this, or give me the link to a post explaining it? It's not too big of a deal, as everything is still completely playable, but I would like to fix it eventually.
