Only work with the lite or full version of the v1.3 r117 patch?

Revision 117 of the unofficial 1.3 patch is outdated, so use revision 129 instead. Also, the Evolved mod is independent of the 1.3 patch, so it works regardless of which version you use. And you should have asked this in the Evolved topic instead of creating a new topic.
