So is there any way to edit a Jedi's combo/animations without buying an expensive modelling program? If so, please tell me how.
I'm not trying to create new combo's, just mix and match different attacks of different characters.

why did you call the topic "combos" then? 
maybe you can get animations from modtool 7 to xsi 5 (i dont know if that works with dotxsi) but if it works you can send the anims to somebody with a full version who exports it for you

No, I meant specifically editing Combo files. I don't have the ability or the program to make new animations.

You mean changing the order in which they'll appear? I don't know how to do it myself, but you could ask MetalcoreRancor about that, he has (semi-succesfully) done that.

It's not difficult (nor does it require any sort of program beyond Notepad). Like a good deal of other modding, it's mainly common sense. Check the FAQ:
