I recall "layers" being just texture layers and not truely different levels of water.

It will not work, the munge will reject all but the first water layer.

The code you posted looks like code for Zeroeditor controlling the water brush/text boxes/water mode inside ZE.

Is this error definitely hanging together with the water? Id more say its caused by a model using the rendertype reflection(is there one?). Not sure though.
