In my map, the unit count goes down by 1 per 2 seconds when I start the map and no one is dying.

Probably Command post bleeding. If one team has the majority of the command posts, the other team's unit count decreases.

So I would fix this by adding more command posts to the other team?

Each team should start out with an equal number of owned command posts.
