DVD Decoders

I re-installed Window's and deleted EVERYTHING from my computer. When i did this, my DVD decoder got deleted too and it came installed so I dont have a CD or anything to install it again 
I wanted to get a new one, but they are like 15 bucks (for cheap ones) and I'm not willing to buy one. I was wondering if there are any FREE DVD decoders available. I tought maybe they had some at http://www.ati.com for ATI customers, but i haven't found any yet. If anyone had an idea of how to get one legally, it would be a lot of help. Thanks for your time,
