The first time you munge (from BF2_ModTools/data/_BUILD), it doesn't go into the Addon folder - it meerly creates the folder in which you edit your map. Once that happens, you need to go to a DIFFERENT munge exe, which is located in the folder of the world that you created (ex: BF2_ModTools/data_ABC/data/_BUILD, then open Modtools VisualMunge from there). This is the one that compiles your map and puts it into the game so that you can test/play it.

In case this is nothing you didn't already know, check your version. The game only supports addon maps with the 1.1 patch (and I think you still need to make the addon folder manually, unless the munge process does it for you).
