How do you add rain to your map and can you add it to just certain regions?

I beleive that it's a region that you edit in ZE.
You can have either a rain region or a no rain region.

That would be rain shadow, or is that the same thing?

You can create rainshadow regions (regions in which no precipitation takes place) but can't define a certain region where precipitation will take place. If you want that effect you need to cover the map with rainshadow regions except for the area in which you want precipitation.
