I saw in teh art_guide that textures are meant to be 512X512 and be 2-dimensional.
Now, HOW exactly would you make them 2-dimensional, is my question.
And when u save as .tga RLE compression is turned OFF right?
And finally, is there any other requirement I missed?

Are you talking about 2-dimensional as in a flat square?

how would you make a 3-dimensional texture?
the texture cant have RLE-compression
the texture must have the pover of two (2x2, 4x4, 8x8, 16x16, 32x32, 64x64, 128x128, 256x256, 512x512, 1024x1024 etc. you can combine any of the numbers like 128x1024)

I would guess 2-dimensional would mean it's a "flat" texture, without multiple layers or whathaveyou.

i would guess codarez confused the power of two with twodimensional
