Calling stock sounds not working

I'm having trouble bringing in stock sounds to a map. I've modified my soundmunge.bat with the -stub line, however the outputted sound.lvl file does not appear to contain the correct data for stock sounds (though it has the custom ASFX sounds).
I'm using Windows 10 64bit, if that helps.
