Possible to create global height blend tool in ZE?

I saw that a user on swbffiles made a texture fill add on for zeroeditor. Would it be possible to create a button to blend the entire terrain to a certain degree, using the cfg files?

Or at least remove the size constrictions on the existing blend tool? I looked through gzeditor_height_init.cfg and I could not find an obvious way to do so.
